on the British Section.

20.

If the local traffic on either Section, in

the opinion of the General Manager as approved by the Board of

Control, warrants the imposition of a higher rate than the

Normal or the Constructive Rate for any part of the Chinese or

British Sections respectively, the difference between the

Normal or the Constructive Rates, as the case may be, and the

higher rate shall be a credit to the Section concerned.

21.

In no case are the rates on either Section

to be fixed so as to operate adversely to each other or to

destroy either local or through traffic.

22. All receipts from cattle traffic shall be

kept separately; and, after deducting a sum therafrom proportion-

-ate to the ratio between the gross receipts and the revenue

expenditure of the Railway as a whole as ascertained for the

previous half-year and crediting the sum so deducted to gross

receipts, each Section shall be credited with the balance of

the cattle traffic due thereto and in case of through traffic

the diversion shall be in proportion to the actual mileage

earned. Cattle in this Agreement includes horses, swine, sheep,

and goats.

23.

Each Section shall he credited with half

the receipts from all telegrams sent or received to or from any

point on the other Section other than those on Railway Service,

no deduction being made for working expenses.

24. After crediting each Section with the amount

due to it in respect of terminal facilities as laid down in

Article 16 of this Agreement and in respect of the excess over

Normal Rates due to Constructive Rates and Local Traffic higher

rates, and in respect of the balance of the Cattle Traffic and
